docs(prompts): D3 document journal:during_work>=1 in developer.md

Smoke run 3 showed be-dev-1 writing reflect but no mid-work entry,
hitting tracing_gap on i_am_done with missing: ['journal:during_work>=1'].
The reflect note does not satisfy this gate — it's an end-of-work
artifact. The prompt now shows the 5-step cadence explicitly:
i_will_work_on → decision → work → reflect → i_am_done.

written WHILE the task is `in_progress` — not at the end. The
end-of-work `journal:reflect` does NOT satisfy this gate. Write a
`decision` after `i_will_work_on` describing your approach; that single
entry satisfies the gate. Concrete cadence:
1. `i_will_work_on(task_id, plan, approach=...)`
2. `note(scope='decision', text=..., context=..., options=[...], chosen=..., rationale=...)` ← satisfies `journal:during_work>=1`
3. ... do the work, `commit(...)`, `progress(...)`...
4. `note(scope='reflect', text=..., what_done=..., what_learned=..., what_struggled=...)`
5. `open_pr(task_id)` then `i_am_done(task_id, notes=...)`
## Journaling cadence
You have five journal scopes. Use them all — sparse journaling produces opaque work that QA and PM cannot understand later. **Decision and reflect scopes take structured fields** — fill them; a one-line phrase is a regression.
