Revise USER-GUIDE.md for clarity and new features
Updated the user guide to include new features and clarify usage tips for the task-observer meta-skill.

Now, since Claude Cowork introduced scheduled tasks, I have an automatic skill review task that runs every Monday, Wednesday and Friday morning. It goes through the 10 to 20 open observations that normally accumulate from my work every two working days. This 3x per week cadence works perfectly for me at the moment.
