Add docs/ROADMAP.md as the current short view for the maintainer to edit:
vision, four tracks (condense, evidence, operator skills, distribution),
a month-by-month 90-day window with decision points, and an explicit
not-on-this-roadmap list. The older GA and security roadmaps stay as
evidence. Link it from the README guides row.
