Renn F 3441e37120 [sweep] strip Fxxx audit-ID tokens + trim bloated comments/docstrings + add behavior-change docs
Post-audit sweep over the 135 audit-fix commits since 19a474d3:

1. Stripped every # Fxxx: audit-ID token from comments AND every Fxxx token
   from docstring openings across 211 blocks / ~626 lines. The CEO flagged
   these twice: audit-issue IDs in code confuse future devs/agents. The
   descriptive text is preserved; only the Fxxx token is removed (and bloated
   narrative blocks trimmed to 1-3 lines keeping the one non-obvious invariant).
2. Trimmed bloated comments/docstrings to the concise standard (1-3 lines).
3. Added missing behavior-change docs for the audit-fix batch: prompts/roles
   (documenter, pr_reviewer, qa), user-facing docs (api auth, websockets,
   agent-gateway, megatask, merge-model, task-lifecycle, grok, resilience,
   conventions, panel, security, troubleshooting), and the RAG corpus (cell-pm,
   main-pm, pr-reviewer, qa roles; conventions; messaging-tools; escalation;
   megatask; task-claiming workflows).

Comment/docstring/prose ONLY — zero code-line edits (verified: the diff
contains no def/class/return/if/for/await/assignment/call lines). Gates green:
ruff format + ruff check clean, mypy clean on roboco/. The only pytest failures
are the pre-existing sync_branch tracing-decision gap (B1, 250be5c2) — not
sweep-caused and tracked separately.

Renn F 05a5852bb5 [F044] pr_pass gate remediation points the reviewer at pr_fail, not i_am_blocked
The pr_pass gate runs the toolchain + conventions guards on the REVIEWER's
workspace, but their remediation text said 'call i_am_blocked' — a verb the
PR reviewer does not have. The reviewer would chase a verb they cannot call
instead of rejecting the PR.

Make the guards reviewer-aware: a reviewer=True flag (passed by _pr_pass_blocked)
switches the remediation to pr_fail(issues=[...]) — the reviewer's reject
lever, sending the PR back to needs_revision for the dev to fix the
environment / validator. The dev (i_am_done) path keeps i_am_blocked, which a
dev does have. _conventions_guard (the pr_pass path) now passes reviewer=True
through to _conventions_rejection.

Renn F 0a890c401e fix(gateway): surface an 'unknown' toolchain status at the gate instead of passing silently
The toolchain guard fails open on a recorded 'unknown' status (precision over recall — never strand a task on an inconclusive smoke). But an 'unknown' means provisioning ran yet the smoke could not confirm the suite is collectable under the interpreter, so the gate was proceeding blind with no trace — a silent hollow pass. It now emits a 'toolchain.unverified_gate_pass' warning with the agent and task ids when proceeding past 'unknown', while still not blocking; a missing marker (None) stays silent so the warning carries signal.

Renn F 7d50405ccb fix(toolchain): type-annotate test helpers for the full mypy gate
make quality runs mypy over tests/ too; the toolchain test fixtures
(monkeypatch params, the fake-subprocess factories) were missing annotations.
No behavior change.

Renn F 0ea9f48187 feat(toolchain): block QA/dev/PR gates when the suite cannot be executed
Adds _toolchain_broken_guard: when toolchain matching is on and the acting
agent's workspace recorded a 'broken' status (the project's suite cannot be
collected under the provisioned interpreter), i_am_done, pass_review, and
pr_pass refuse with an i_am_blocked remediation instead of letting the role
"pass" on a source read. fail_review / pr_fail stay available. git gains
toolchain_status_for_task (resolves the actor's workspace, reads the marker,
fail-open None). Inert when the flag is off; a missing/unknown status never
strands a task.
