feat(gateway): add unclaim verb

Browse Source 
Choreographer remediate strings already pointed agents at unclaim;
the verb didn't exist. Now it does — claimed/in_progress -> pending,
clears assigned_to, available to dev/qa/doc/cell_pm/main_pm.
