[docs] regenerate lifecycle artifacts for sync_branch + branch-keyed submit_root gate
The committed artifacts were stale: lifecycle.py grew the sync_branch verb (B1) and the branch-keyed submit_root gate description (B2/B3) but the generated markdown/json were never regenerated. make foundation-check enforces artifact==generator(lifecycle.py); regenerating restores that. No source change — pure generator output.
