fix: resolve merge conflicts in seatbelt translator

- Keep detailed Chrome/Chromium-based system permissions for security
- Preserve move-blocking protection to prevent bypass attacks
- Keep mandatory security denies for credentials and git hooks
- Accept improved network handling with system-socket support
