Ray XiandGitHub f29b1d6a02 fix(web): re-measure marquee travel when the document direction changes (#8692) ...

MarqueeLabel read the computed direction only when its text changed or a box
resized. I18nProvider writes <html dir> in a passive effect, so on first mount
in Arabic and on an English -> Arabic switch the label kept the LTR sign and
slid the workspace name the wrong way. Watch the dir attribute as well.
