Follow-up to #4665 (nettee review on the backport #4667). The namespace wipe
guarded its readdir with `.catch(() => [])`, which swallowed ANY error — a
real readdir failure (permissions, I/O) would turn the reset into a silent
no-op and let stale state through, defeating the fresh-first-run guarantee the
helper exists to make. Scope the catch to ENOENT only (missing root = already
fresh, nothing to wipe); rethrow anything else so the test fails loudly.
