lefarcenandGitHub 1b35224471 fix(release): pass RELEASE_COMMIT/RUN_ID to every publish step (follow-up to #4144) (#4147)
* fix(release): pass RELEASE_COMMIT/RUN_ID to every publish step so manifests aren't stale

Follow-up to #4144. Setting RELEASE_COMMIT/RELEASE_RUN_ID only on the
publish-metadata step made publish-metadata.ts validateManifest() reject the
per-platform manifests it aggregates:

refusing stale mac_arm64 platform manifest for 0.10.0.nightly.39: github.runId=0

The staleness guard compares each platform manifest's github.{runId,commit}
against the publish step's currentRunId/currentCommit. The platform build jobs
write those manifests but never received the RELEASE_* env, so they stamped
runId=0 while the metadata step now expected the real runId.

Mirror release-beta.yml: set RELEASE_BRANCH/REPOSITORY/RUN_ATTEMPT/RUN_ID/
WORKFLOW workflow-wide so platform jobs inherit them, and pass RELEASE_COMMIT to
every publish step (4 platforms + metadata) so manifest github.commit matches.

* fix(release): use resolved branch for RELEASE_BRANCH on every publish step

Address review: a workflow-wide RELEASE_BRANCH: ${{ github.ref_name }} stamps
the caller's ref under workflow_call / inputs.ref, so per-platform manifests
would disagree with the aggregate metadata (which uses needs.metadata.outputs.
branch). Drop the top-level github.ref_name and pass RELEASE_BRANCH:
${{ needs.metadata.outputs.branch }} on each publish step instead, matching the
resolved ref the metadata job built. Keep RUN_ID/RUN_ATTEMPT/REPOSITORY/WORKFLOW
workflow-wide (identical for caller and callee). Regression assertion added.
