* feat(web): localize DeepSeek V4 Flash campaign across 19 locales Move all campaign user-facing copy into Dict keys so modal, model badges, and the workbench pricing badge follow the active UI language. Also route personal free accounts through amrAccountPlan and portal the campaign badge above workspace-tabs chrome so it stays clickable. * fix(web): fully translate DeepSeek campaign copy for all 19 locales Replace English placeholders in incomplete locale packs and add a matrix test so non-English campaign strings cannot silently equal the EN fallback (with an explicit allowlist for intentional day-unit reuse). * ci: re-trigger validation after runner queue stall * ci: bootstrap Resolve runner profiles on Blacksmith when mode is blacksmith OD_CI_RUNNER_MODE=blacksmith still scheduled the profile-resolution job on nexu-runners-small, so a private ARC stall blocked every trusted PR before workloads could reach Blacksmith.
