* fix(daemon): preflight incompatible Codex models

* fix(daemon): fail open for layered Codex config

Detect system and enterprise config layers before rejecting a known-old Codex model, and recheck cloud config after the auth probe.

Isolate the capability integration suite from inherited Codex auth and endpoint variables with case-insensitive snapshot and restore coverage.
