* fix(release): quote catalog latest pointer If-Match etags
R2 412s If-Match when GET returns an unquoted or weak ETag. Normalize to a
strong quoted validator before the CAS PUT so catalog-publish can advance
latest.json after the first snapshot.
* fix(release): reject weak ETags on catalog latest CAS
If-Match is a strong comparison. Do not strip W/ and invent a strong
validator; only quote a bare strong ETag. A weak GET fails closed and
leaves latest.json unchanged.
* chore(catalog): temporarily allow catalog-publish on CAS etag branch
Verification only. Revert after the dispatch run proves latest.json CAS.
* fix(release): GET catalog objects with identity encoding
R2/fetch returned a weak ETag on latest.json, so If-Match never matched.
Request uncompressed bytes so the validator stays strong.
