* feat(desktop): add macOS check for updates flow

* fix(web): refine update dialog layout

* fix(web): refine update-ready copy

* fix(web): refine updater dialog states

* fix(desktop): map preflight denials to active-run copy, skip menu rebuild on progress ticks

Address review feedback on PR #5789: UpdaterPopup and Settings About now
surface the active-runs-blocked/active-runs-unknown restart-safety denial
as user copy instead of a generic failure, and the app-menu preflight
response no longer publishes a synthetic error onto the shared updater
status channel. The mac app-menu rebuild now compares a stable derived
menu-item key so download progress ticks stop triggering a full
Menu.setApplicationMenu rebuild.
