The #3995 unified-publisher refactor dropped two fields the stable promotion
gate (scripts/release-stable.ts) requires on a validated nightly:

- publish-metadata.ts omitted stableVersion for the nightly channel, so no
  nightly carried the base version it is a candidate for.
- release-stable.yml never passed RELEASE_COMMIT/BRANCH/REPOSITORY/WORKFLOW/
  RUN_* to the unified publisher (release-beta.yml does), so metadata.github.*
  shipped empty.

Both made every 0.10.0 nightly un-promotable. Restore the nightly stableVersion
field and the RELEASE_* attribution env, mirroring release-beta.yml.
