* fix release: notarize prerelease mac builds

* fix(release): inject Apple notary env on prerelease mac retry steps

The cache-miss retry steps for both mac_arm64 and mac_x64 prerelease
builds pass --notarize but lacked the APPLE_ID /
APPLE_APP_SPECIFIC_PASSWORD / APPLE_TEAM_ID env block present on the
primary build steps. notarize.cjs fails closed when those vars are
missing, so a recovery build could not produce a notarized candidate.
Mirror the primary step env on both retry steps and assert the notary
env appears twice per mac job in release-workflows.test.ts.
