罗高 d5bd4c2501 fix(daemon): prove Codex cleanup ownership before archive without gating it ...

0a1aa9b sent thread/archive concurrently with the Windows ownership
snapshot. app-server can answer and exit before that snapshot returns,
leaving its tree unprovable and unreaped (#8122 race report).

Restore snapshot-then-archive ordering, but send the archive whether the
snapshot succeeds, fails or times out, so a slow CIM query no longer
keeps the thread in Codex's default list. An unproven tree is still
never signalled and is reported as "archive acknowledged; process
cleanup failed". Adds ordering tests driven by explicit gates.
