 eb14a047b0 fix(download): verify OS-managed root artifacts are plain files (#7718) 
Validate allowlisted root artifacts with lstat before ignoring them during fresh managed-base claims. Directories, symlinks, and stat failures remain real content and cannot silently claim a foreign root. Add directory and symlink regressions covering the no-sentinel rejection path.

Fixes #7602
