introduce disable-unsigned-templates flag (#4820)
* introduce `disable-unsigned-templates` flag

* minor

* skip instead of exit

* remove duplicate imports

* use stats package + misc enhancements

* force display warning + adjust skipped stats in unsigned count

* include unsigned skipped templates without -dut flag
