fix(config): normalize fpath in IsTemplate

Browse Source 
* normalize file `fpath` in `IsTemplate` using
  filepath.FromSlash to ensure consistent matching
  across platforms.
* update `GetKnownMiscDirectories` docs to clarify
  that trailing slashes prevent false positives,
  since `IsTemplate` compares against normalized
  full paths.
