DuncanandWill Pfleger ff5b21f374 chore: merge origin/main into duncan/permission-policy ...

Pull in #5406 (banner-dismiss fix) and successful_steer_deliveries
field added to TaskMeta. Resolves conflicts in lib.rs and pool.rs by
taking both permission_decision_tx (branch) and
successful_steer_deliveries (main) as distinct fields — each is
independently required.
