Moves the local-workspace NIP-OA auth-tag backfill out of commands/agents.rs
into its own module, returning agents.rs to its ratcheted size, and replaces
an obfuscated_if_else chain in local_relay.rs with a plain if/else so the
desktop-tauri clippy hook leg passes again. No behavior change.
