main introduced Db::has_admin_or_owner for the workspace-profile (kind:9033)
steward gate after this branch forked. Rebasing onto main made the S1
explicit-backend-declaration guard reject it. Classify it as implemented and
add the SQLite leg mirroring the Postgres roster query, since local mode
bootstraps the same relay_members roster via bootstrap_owner.
