Semantic merge: main's effective_config resolver (model/provider/prompt/mesh
authority) composes with this PR's harness-descriptor resolver (command/args/
env). Model discovery in get_agent_models now resolves model/provider via
resolve_effective_model_provider instead of raw record bytes, closing the
live-persona seam Dawn flagged; saved_agent_model_discovery_config is gone
(descriptor + resolver replace it) and its linked-agent test is rewritten
onto the new path.
