## Summary
- Keep the Agents header full width while cards reflow independently.
- Collapse header actions into an overflow menu at the compact layout
threshold.
- Apply the same responsive grid rules to Agent Teams.

## Validation
- `pnpm -C desktop build:e2e`
- Focused Agents Playwright coverage
- Pre-push desktop checks and unit tests
