DuncanandWill Pfleger 9cdbd63661 docs(desktop): correct stale post-subscribe refetch comment

The enforceMessageWindowBounds doc referenced shouldRefreshChannelWindowAfterSubscribe, a seam #5662 removed when it made the post-subscribe refetch unconditional. Describe the current behavior instead.
