WesandCarl 3712a7fa73 fix(desktop): fall back to legacy thread paging ...

Retry thread reads without bounds or ordering extensions when a relay omits
the requested bounds overlay. Preserve fail-closed handling for overlays that
are present but invalid, and pin 401-reply legacy convergence.
