The "Save as persona template" route on an existing agent flowed through
the shared submitProfilePersonaDialog no-id branch, which always minted the
persona AND spawned a brand-new running agent. tho's call: save-as must mint
the template only, no second instance.

Thread a templateOnly intent flag from saveAsPersonaTemplateDialogState
through handleSubmitPersona into submit; the no-id branch skips
createManagedAgentForPersona and shows a "Saved … as a persona template"
toast only when set. Every other create-persona flow leaves it unset and
keeps spawning as before — blast radius stays on the save-as path.

Lock the behavior with tests: save-as creates the persona but spawns no
agent; the plain create path still spawns. Bump the UserProfilePanel.tsx
file-size override 1014->1017 for the threaded plumbing.

Reconcile the persona-template UX feature with 60 commits of main.
Three conflicts resolved:

- ManagedAgentRow.tsx: took main's version. Main deleted the per-row
  AgentActionsMenu entirely and consolidated agent actions into
  UserProfileAgentActions.tsx (UserProfileAgentSettingsMenu). The
  original Part 2 row-menu target no longer exists.
- UserProfilePanel.tsx / UserProfilePanelSections.tsx: took main's
  reworked versions, then re-applied the save-as action on top.

Part 2 re-home (decision (a), flagged to Ned): the "Save as persona
template" action now lives in main's UserProfileAgentSettingsMenu,
reusing main's persona-dialog infra (setPersonaDialogState +
saveAsPersonaTemplateDialogState + submitProfilePersonaDialog). This
makes useSaveAsPersonaTemplate.ts dead code (its only consumers were
the deleted row-menu and the stale profile wiring) -- deleted.

Provider source stays backend.id via providerForAgentBackend (Ned
confirmed: top-level agent.provider is a derived snapshot/output,
backend.id is the canonical create input). Stale comments claiming
"ManagedAgent has no top-level provider on main" corrected; logic
unchanged.

File-size overrides bumped: lib.rs 1034->1035 (main grew it via
ca50d832 #1246 without bumping); UserProfilePanel.tsx 1000->1014 (the
~15-line save-as re-home on an edge-riding panel).

Gate green on the merged tree: pnpm typecheck, biome, check:file-sizes,
check:px-text, 1194 unit tests.

Corrects an earlier call to omit provider from the save-as-persona-template
port. On main the provider is NOT a top-level ManagedAgent field, but it is
NOT absent either — it lives in the backend union: a `{ type: "provider",
id }` backend carries the provider id, while a `{ type: "local" }` backend
has none.

- saveAsPersonaTemplateDialogState now derives provider from agent.backend
  (providerForAgentBackend): a provider backend carries backend.id; a local
  backend leaves it unset. A databricks agent promotes with its provider
  instead of losing it.
- CreateAgentDialog's opt-in template mint mirrors this: it carries the
  selected backend provider (runOn) when the agent runs on a provider.

Tests updated: provider carries from a provider backend; stays unset for a
local backend.

Adds an opt-in 'Save as persona template' toggle (off by default) to the
end of the create-agent flow. On submit the persona-less agent is created
first (unchanged, never sets personaId); if the toggle is on, a persona
template is then minted from the same field values via createPersonaMutation.

The template mint is non-fatal and byproduct-ordered: the agent is the
primary goal, so a failed template surfaces as a toast and never blocks or
rolls back the just-created agent. No backend or IPC change — both mutations
already exist.

The toggle is a self-contained block placed after the env-vars editor so a
later avatar-forward visual reskin can relocate it without touching the
submit behavior.

Adds a 'Save as persona template' action to an existing agent's menus,
re-homing the #1301 logic onto main's surfaces:

- saveAsPersonaTemplateDialogState() prefills the persona editor from a
  ManagedAgent, reverse-mapping the agent's harness command to a runtime
  id via commandsMatch (graceful fallback to no runtime). provider is
  omitted intentionally: ManagedAgent has no top-level provider field on
  main, so there is nothing lossless to carry.
- useSaveAsPersonaTemplate() is a self-contained hook (dialog + mutation)
  so a later visual reskin can move the trigger without untangling the
  behavior. Derives dialog state from agent + live runtimes via a memo to
  avoid the lazy-runtime-query first-open race.
- Wired into ManagedAgentRow's actions menu (gated personaId === null) and
  the sidebar agent profile (gated canEditAgent + persona-less).
- personaLibraryCopy.ts documents the UI<->backend vocabulary boundary:
  'persona template' is the product term for a backend persona (kind:30175).

Tests cover the dialog-state mapping: vocabulary, command reverse-map hit,
miss/empty-catalog fallback, null-command catalog entries, field carry-over,
provider omission, and null systemPrompt/model tolerance.
