Merge B2: gated tunnel fence key migration (perci/serverless-b2-fencing @ b25be0f38)

Wren-approved at exact head b25be0f38 (9/9/9.5). Cross-slot Lua fencing
hash-tag cutover behind strict BUZZ_TUNNEL_FENCE_KEY_FORMAT gate
(default legacy), watermark-transfer runbook, six ignored Redis fence
tests wired into backend-integration.
