fix(identity): persist versioned enterprise bindings

Enforce verifier-owned enrollment, active-state lifecycle checks, stable lineage, server-controlled idempotency, and complete attribution for versioned enterprise identity bindings.

Includes separately attributed inherited compatibility fixes for cancellation-safe mesh validation and strict BIP-340 x-only public-key validation.
