SnapOtter 6b79184a93 fix(ci): downsize remaining oversized test fixtures (JXL + HEIF) ...

- sample.jxl: 6000x4000 (1.1MB) -> 1440x960 (70KB)
- motorcycle.heif: 8736x5856 (2.5MB) -> 1440x960 (224KB)
- Bump test job timeout to 20 minutes for headroom
