SnapOtterandGitHub 4963ab3bbd feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

API Endpoint

POST /api/v1/tools/pdf/organize-pdf

एक PDF फ़ाइल और एक JSON settings फ़ील्ड के साथ multipart form data स्वीकार करता है।

Notes

पृष्ठ रेंज qpdf सिंटैक्स का उपयोग करती हैं: 3,1,2 पहले तीन पृष्ठों को पुनर्व्यवस्थित करता है, और 5-z पृष्ठ 5 से अंतिम पृष्ठ तक जोड़ता है।
पृष्ठों को एक से अधिक बार सूचीबद्ध करके डुप्लिकेट किया जा सकता है (उदा. "1,1,2,3" पृष्ठ 1 को डुप्लिकेट करता है)।
ऑर्डर स्ट्रिंग में सूचीबद्ध नहीं किए गए पृष्ठ आउटपुट से छोड़ दिए जाते हैं।
