SnapOtterandGitHub 4963ab3bbd feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

Video Speed

音声のピッチを保持するオプション付きで、動画を早送りまたはスロー再生します。

API Endpoint

POST /api/v1/tools/video/video-speed

動画ファイルと JSON の settings フィールドを含む multipart フォームデータを受け付けます。

Parameters

Notes

倍率 2 は再生速度を2倍にします（再生時間が半分）。倍率 0.5 は再生速度を半分にします（再生時間が2倍）。
keepPitch が true の場合、音声はタイムストレッチされ、声が自然に聞こえます。false の場合、ピッチは速度に比例して変化します。
有効な範囲は 0.25 倍から 4 倍です。
