SnapOtterandGitHub 4963ab3bbd feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

Video to WebP

將影片片段轉換為動畫 WebP 圖片，並可設定影格率、寬度和品質。

API Endpoint

POST /api/v1/tools/video/video-to-webp

接受包含一個影片檔案和一個 JSON settings 欄位的 multipart form data。

Parameters

width	integer	No	`480`	輸出寬度（以像素為單位，16-1920）。高度會按比例縮放

Notes

動畫 WebP 產生的檔案比 GIF 更小，且色彩支援更佳（24 位元 vs 8 位元調色盤）。
較低的 quality 值會產生較小的檔案，代價是視覺保真度。
對於應只播放一次即停止的動畫，將 loop 設為 false。
