feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- `all` 模式會擷取每一個影格，對於長影片可能產生非常大的 ZIP 檔案。請使用 `nth` 或 `timestamps` 模式進行選擇性擷取。
+- PNG 保留完整品質但檔案較大。JPG 較小但為有損格式。
+- 回應會以包含依序編號圖片檔案的 ZIP 封存檔形式下載。
