feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- 上傳兩個檔案：第一個必須是影片，第二個必須是字幕檔案（.srt、.vtt 或 .ass）。
+- 觀看者可在其媒體播放器中切換嵌入的（軟）字幕。若需要永久可見的字幕，請改用 Burn Subtitles 工具。
+- 語言代碼會以中繼資料的形式儲存在容器中，有助於媒體播放器標記字幕軌。
