feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+接受包含 PDF 檔案與 JSON `settings` 欄位的 multipart 表單資料。

+## 注意事項 {#notes}
+
+- 頁面範圍使用 qpdf 語法：`3,1,2` 會重新排列前三頁，而 `5-z` 會附加第 5 頁到最後一頁。
+- 將頁面列出多次即可重複該頁（例如 `"1,1,2,3"` 會重複第 1 頁）。
+- 未列於順序字串中的頁面會從輸出中省略。
