feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- 对输入会跳过结构验证，以允许格式错误的文件通过。
+- 修复是尽力而为的；严重损坏的文件可能无法完全恢复。
+- 由于重建的交叉引用表，修复后的 PDF 大小可能与原始文件略有不同。
