feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- 转换方向根据输入文件扩展名自动检测：`.json` 生成 `.xml`，而 `.xml` 生成 `.json`。
+- `pretty` 参数对两个方向都适用。当为 `false` 时，输出为紧凑且无缩进的格式。
+- 在往返转换过程中，XML 属性和嵌套结构会尽可能被保留。
