feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+接受包含一个音频文件和一个 JSON `settings` 字段的 multipart 表单数据。

+此工具没有可配置的参数。它会自动应用 EBU R128 响度归一化。

+## 说明 {#notes}
+
+- 使用 EBU R128 响度标准，目标为 -16 LUFS。
+- 适用于播客、有声书以及对一致响度有要求的广播内容。
+- 输出中会保留源采样率。
+- 输出通常保留输入容器。AAC 输入会写为 M4A，不支持的仅解码输入会回退为 MP3。
