feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- Nếu video không có track âm thanh, yêu cầu trả về lỗi 400.
+- MP3 có mất dữ liệu nhưng tương thích rộng rãi. WAV không mất dữ liệu nhưng lớn. M4A (AAC) mang lại sự cân bằng tốt giữa chất lượng và kích thước. OGG có sẵn cho các quy trình dùng codec mở.
+- Khi âm thanh nguồn đã là AAC và định dạng đầu ra là M4A, luồng âm thanh được sao chép mà không mã hóa lại.
