feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- 암호화는 AES-256을 사용합니다.
+- `ownerPassword`을(를) 생략하면 `userPassword`과(와) 동일한 값으로 기본 설정됩니다.
+- 비밀번호는 감사 로그에서 마스킹됩니다.
+- 암호화된 PDF를 열려면 사용자 비밀번호가 필요하며, 전체 권한을 위해서는 소유자 비밀번호(다를 경우)가 필요합니다.
