feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+모든 유형의 여러 파일을 하나의 ZIP 아카이브로 묶습니다. 중복된 파일명은 자동으로 중복 제거됩니다.

+
+- 2개에서 50개 사이의 입력 파일이 필요합니다.
+- 모든 파일 유형이 허용되며, 입력 형식에 제한이 없습니다.
+- 여러 파일이 같은 이름을 공유하는 경우, 숫자 접미사를 붙여 자동으로 중복 제거됩니다.
+- 출력 아카이브는 표준 ZIP 압축(deflate)을 사용합니다.
