feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+カスタムのピクセル寸法または標準プリセットを使用して、動画を新しい解像度にスケーリングします。

+動画ファイルと JSON の `settings` フィールドを含む multipart フォームデータを受け付けます。

+## Notes {#notes}
+
+- プリセット値は標準的な高さに対応します（例: `720p` = 1280x720、`1080p` = 1920x1080）。幅はソースのアスペクト比から比例してスケーリングされます。
+- 寸法は、ほとんどの動画コーデックが要求するとおり偶数に丸められます。
+- サポートされる最大解像度は 7680x4320（8K UHD）です。
