feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- आउटपुट PDF/A-2 मानक के अनुरूप होता है।
+- PDF/A सभी फ़ॉन्ट एम्बेड करता है और बाहरी संदर्भों की अनुमति नहीं देता, इसलिए आउटपुट फ़ाइल मूल से बड़ी हो सकती है।
+- कन्वर्ज़न के दौरान एन्क्रिप्शन और JavaScript हटा दिए जाते हैं, क्योंकि PDF/A मानक द्वारा इनकी अनुमति नहीं है।
