feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}

+- स्वीकृत इनपुट फ़ॉर्मेट: `.pdf`।
+- टेक्स्ट-आधारित PDF के साथ सबसे अच्छा काम करता है। स्कैन किए गए या केवल-इमेज पृष्ठ खाली या न्यूनतम आउटपुट देंगे; पहले एक टेक्स्ट लेयर जोड़ने के लिए [PDF OCR](./ocr-pdf) का उपयोग करें।
+- कन्वर्ज़न सर्वर पर हेडलेस चलने वाले LibreOffice द्वारा नियंत्रित किया जाता है।
