feat(docs-i18n): translate all documentation into 20 languages

All 181 docs markdown files translated into 20 languages (apps/docs/<locale>/**). Companion to the i18n code PR; admin-merged because the file count exceeds GitHub's per-PR CI trigger limit. Validated by pnpm i18n:check (all surfaces, 0 stale/missing) and a clean all-locale docs build.

+## Notes {#notes}
+
+- फ़ाइलें उसी क्रम में मिलाई जाती हैं जिस क्रम में वे अपलोड की जाती हैं।
+- कम से कम दो PDF फ़ाइलें आवश्यक हैं; यदि इससे कम प्रदान की जाती हैं तो अनुरोध 400 त्रुटि के साथ विफल हो जाएगा।
+- इनपुट फ़ाइलों की अधिकतम संख्या 20 है।
+- मिलाने से पहले एन्क्रिप्टेड PDF को अनलॉक करना आवश्यक है।
