refactor(multiboards): remove time filter system end-to-end

Backend retention now keeps only recent posts, making the time filter UI
and newerThan filtering obsolete. Deleted use-time-filter hook, canonical
multiboard routes only, removed footer suggestions, dropped i18n keys.
